Programmübergreifende Lücken aus mechanischer Abgleichung. Es handelt sich um Standorte, die in einem Programm existieren, in einem anderen aber nicht, obwohl sich die Kriterien meist überschneiden. Länderadministratoren nutzen diese Liste, um Kandidaten zu finden, die für die Aufnahme ins eigene Programm vorgeschlagen werden könnten.

Die endgültige Aufnahme entscheidet immer der Programmadministrator.
