Brechas entre programas detectadas por reconciliación mecánica. Son entidades que existen en un programa pero no en otro, donde los criterios suelen solaparse. Los administradores de país usan esta lista para encontrar candidatos que valga la pena proponer para inclusión en su propio programa.
Reglas mecánicas, confianza-1. Cada hallazgo se calcula a partir de datos de programa, no de criterio humano. Aquí significa "vale una segunda mirada", no "elegible automáticamente". La inclusión final siempre la decide el administrador del programa. Cuando añades una entidad faltante en tu programa, desaparece de esta lista en la siguiente sincronización.
